This article explores the long-term historical development stages of the mahalla system in Andijan. Utilizing existing literature, historical records, and archaeological research, the study examines the ancient forms of mahalla governance. Additionally, the article presents a comparative analysis of factual materials regarding the mahalla form of governance found in the correspondence, geographical reports, and written accounts of Russian scholars and travelers who were interested in and conducted research on the history of the Fergana Valley, particularly Andijan
